[VORP/ Escrow] EZ Report Menu

Report Menu allows players to create a in-game report for staff to review. They get to give the report a title, description and select a category (report player, bug, question). 

Staff get notified for each report/ message. Report users get notified for messages from staff. 

Reports can be claimed by staff so only they receive the notifications about any updates rather than all staff online.

Report users and staff can communicate using the real-time messaging system, which shows the messages even when the ui is open. No refresh required.

The report includes details about the player who opened the report (licence, server id, cfx name) and includes the same information & distance of players nearby, only visible to staff. It also allows staff to perform actions such as revive, freeze, goto or bring.
